Except that each time we bring in players that late on there are ALWAYS excuses raised about the player in question not having had a proper preseason.

The general competence of a footballer is not affected by coming in a month early and he should be quite competent enough to adjust within a further month of training\playing after his arrival.
It may affect that final few percent of performance but at RB that's not the concern.
The biggest issue is adjusting to a new league as the Prem is more physical/demanding. But that will only improve through games not training matches and friendlies.
I don't doubt a coach would rather have them in earlier but it's for the very small margins, not for being caught out of position, diving in to give away penalties, or not being able to take a throw in.
