From The Mirror:

Tottenham Hotspur are looking at a deal for Botafogo defender Doria.

The centre back made his debut for Brazil at just 18 and is extremely highly-rated in his homeland, but Spurs would have to fork out a heavy fee for the youngster.

A third party are in the process of buying the youngster for €9million and are planning to give him a ‘shop window’ move to Porto or Benfica where they their investment will be returned many times over in the future when he is sold on in a big-money deal.

Botafogo would retain a percentage of the player’s economic rights, so Spurs have been told that they would need to stump up more cash to have any hope of winning the race for the wonderkid.
The Rio de Janeiro club would also hold out for a sell-on clause, as to not miss out on any potential future earnings.

Tottenham sporting director Franco Baldini is willing to rival the existing bid and he sees the teenage centre-back as an even better prospect than Marquinhos, the defender he brought to Roma last summer who is already attracting interest from Barcelona and Manchester City.

Funny bit about Baldini. Cart before the horse much?

Very good ball playing CB, left footed

Not sure if I've seen him, a little reminiscent of Vertonghen?

Also, if it's true and Baldini views Doria as a better prospect than Marquinhos, then man he must be special.

And here's a video I just found:

He was looked at by the club in the past, not sure that is still the case like this article suggests!

If true, then shows Baldini is taking an active and aggressive role in our scouting and transfer operations. Maybe we'll get some tidy prospects on the up as opposed to chasing the same perennial known targets or those who have hit the ceiling of their potential and cost likewise.

When are work permits phased out, or have they been already?

Though I see this guy has already made his international debut so might get one.

You can't wrong with a defender whose name is combined with a German (Matheus) and Italian (Macedo) name ;)
Spurs better move fast, as for sure clubs like Shakhtar, Porto, Benfica (those are clubs who've specialized in picking up Brazilians/South Americans on the "cheap" and selling them for huge profits) plus many more are after him.
And even if he's not better than Marquinhos he'll still a quality defender. Can play LB as well.
CB Dedé (Cruzeiro), now 24 years, was expected to become the next star out of Brazil 2-3 years ago, but he's still in Brazil and's not a regular even for the Brazilian A squad.

Are we now just going to be linked with every decent young player in Brazil?

What happened to the work permit restrictions on international players?

There was a great link to this in another thread the other day.

Essentially as long as they have made their national team squad in 75% or more of games in the last two seasons then they are fine, if not then there are other routes, especially if they've been in the squad a lot recently.

The other route is just convincing a committee that he is good enough, pleat has been on the panel

He plays corny Brazilian team and is excellent. Lots of links to juventus in the past. Botafogo is getting hammered by the government for not paying taxes and its stadium is closed for eighteen months due to structural defects and so they are getting screwed by not getting match day revenue and so have to sell Doria and fellype Gabriel. :(
