Think this is another response to Historic England - we've helped/financed more changes for the better in Tottenham than you can think or dream of doing. Now what's the value of Spurs building the stadium which includes getting rid of a couple of buildings (whilst saving the facades of a couple ) ?

Levy deserves something on the Queens honours list for what he will have done for the area of Tottenham once the stadium is built. He's done more in the last decade than any politician has since WW2 to improve an area left to rot by the majority of governments since then.

Although that is what it reads like, I would still think it is unlikely that a scheme of this size wouldn't require a full committee decision.

Sorry to disappoint guys - but the Planniing Committee will vote on the motion put forward by the council officials, so it does go back to a decision to be made on December 8th.

The good news is that the council officials seem not to be suggesting any caveats (or nothing major anyway) on the decision they are recommending to the councillors - however I cannot see the draft appendix which will stipulate the conditions under which the planning permission is recommended to be granted, but I assume these are the 'standard' conditions, and nothing like HE would want.

Sorry yes, should made this clear. This is the draft report from the council planning officials to the actual Planning Committee which has to approve / deny it at the meeting on Dec 8th. Still it's got to be good news that the council officials are behind us and have stated that the gain to the area and community outweigh the loss of heritage assets. Mind you those assets look like nothing special to me and im not sure how you can have a conservation area of a few small buildings with a giant modern stadium right next to them.

As @Spursidol already confirmed, this is a recommendation, not a decision. No proposal of this size could ever be approved by council officers on delegated authority - it has to go through the committee of elected councillors.

Of course, a recommendation of this nature is extremely important, especially one that is so unadorned with caveats and concerns. One reason it is important is that it makes it difficult for the councillors to refuse the application on political/NIMBY grounds. If a planning committee refuses an application that has been recommended for approval and the applicant then makes a successful appeal, the Planning Inspector is likely to award costs against the council, on the basis that they did not have valid grounds to refuse the application in the first place. For a scheme of this size, an appeal would be held at a public enquiry and the costs would be astronomical. So the council is not going to refuse this unless they are sure of their ground and the legal advisers they will have present at the committee meeting will make this eminently clear to them.

In this specific case, it also suggests that the planning officers have gone over the historic buildings dispute in great legal detail and reckon there is a valid basis for approval despite the loss of "heritage assets". They will be aware of the threat of a judicial review and that will have provoked them to do the necessary research and obtain the necessary legal reassurances.

A summary of the discussion of the listed buildings is on pages 5 & 6 of the report.

A brief glossary:

CIL: the Community Infrastructure Levy, introduced since the previous planning application as a standard tariff to replace the tedious negiotiation of individual S.106 financial contributions.

S.278 Agreement: a legal agreement setting out the terms under which a developer is obliged to (and permitted to) carry out works in the public highway. Obviously, this project is going to involve a great deal of improvement to roads, pavements, hard landscape and transport facilities. That means that THFC will be doing building work on public land and both sides need this agreement to set out exactly what is to be done and who has the power to check and approve the results.

Worth re-stating that there are a lot of Planning Applications on the Agenda from Spurs at the meeting which are :

Planning Application HGY/2015/3000 (Northumberland Development Project)
The planning application is a hybrid application seeking full permission for some parts of the scheme and outline permission for others.

Full planning permission is sought for:

 New 61,000 seat stadium and the surrounding public realm;
 ‗The Tottenham Experience‘, a multi-use building comprising the club megastore, museum, cinema, café, Skywalk reception and changing facilities, stadium ticket office, and incorporating the Grade II Listed Warmington House in to the building;
 A 22-storey hotel comprising 180 bedrooms and 49 serviced apartments;
 The demolition of three locally listed buildings (746, 748 and 750 High Road), a terrace of seven houses (20 to 32 (evens) Worcester Avenue which are understood to be vacant), the existing club shop as well as the current stadium.

Outline planning permission is being sought for:
 The construction of four residential blocks comprising:
o 2 blocks up to 16 storeys (69m) in height above podium;
o 1 block up to 24 storeys (96m) in height above podium; and
o 1 block up to 32 storeys (123m) in height above podium.
These towers will provide a maximum residential floor space of 49,000 m2 or a maximum of 585 units including 5 three bedroom residential dwellings located on Park Lane.
 The construction of 3,500 m2 flexible community (Class D1)/office (Class B1) floorspace in the lower floors of the podium below the residential blocks in the SE corner of the site. Detailed approval is sought at this stage for matters relating to access layout and The application seeks to reserve matters relating to appearance and landscape‖

 The construction of an Extreme Sports building (Class D2) providing up to 2500 m2 of floor space in a structure up to a max 51.2 m high. Detailed approval is sought at this stage for matters relating to access and layout The application seeks to reserve matters relating to appearance The landscaping associated with this building will be submitted in full; and
 The Community Health Building (Class D1). Detailed approval is sought at this stage for matters relating to access layout and The application seeks to reserve matters relating to appearance‖ The landscaping associated with this building is submitted in full as it also forms part of the public realm for the new stadium.

Listed Building Application HGY/20150/3001 (Warmington House).
An application for listed building consent seeking approval for internal and external modifications to the Grade II Listed Warmington House (744 High Road) as part of its incorporation into the proposed ‗ottenham Experience‘ building.

Planning application HGY/2015/3002 (44 White Hart Lane).

A separate application for temporary planning permission for the use of 44 White Hart Lane as a construction compound for the stadium development for a period of 3 years.
The Club intends to use the site to support the early phases of development and seeks permission for a temporary period of three years, with the time limit to be secured by condition. This will allow the site to be used for the construction of the stadium and associated uses.
Temporary planning permission is sought for:
 3-storeys of temporary portacabins to house housing site management and welfare offices;
 Material storage;
 Installation and operation of a concrete batching plant; and
 2.4m high boundary fence

HGY/2015/3000 & HGY/2015/3002 are being reported to Planning Committee as both are major planning applications. HGY/2015/3001 is an application for Listed Building Consent linked to HGY/2015/3001.
