I think that a few people have been overly pessimistic over the youth development as there are several prospects on the cusp of the first team and may well make that transition over the next season. Now, that doesn't mean that they are certainties to succeed but there is good reason to be optimistic.

With the millions the club has lost due to the pandemic the option of playing some of the younger players in some games next season is a real bonus as we may not be able to bring in too many players from the transfer market.

Has he actually played any of the kids (I mean 20 mins + not injury time subs)

I get the impression that this was Jose's briefing when he took the job anyway. Covid has just made it more of a necessity. The recent years of mega millions for an average player has got out of control. Youth was always going to benefit long term, in my opinion.
There is an embarrassment of riches in the UK with young football talent that other countries are capitalising on, see Germany. No reason why spurs don't have their fair share of young talent that can make it, ala skipp etc.

That said, to stay competitive it's always going to need the odd position filling from the transfer market. Be interesting to see what happens with that, now so many clubs will have curtailed finances. Can only be good for home grown talent?

Yes he has.

But for me, giving a young player minutes is the start of the final step but it isn't just time on the first team pitch that's giving a young player a chance, it's also time in training, time in and around the first team squad and a whole raft of other stuff. I reckon if you asked around the game, Mourinho's name wouldn't be at the top of the list of managers who promote youth but by no means would he be the worst, I reckon they are mainly much of a muchness anyway.

Given how far adrift we are of 4th and the probability that Europa League will become our priority, we could see some minutes in the premier league for 1 or 2 of the youngsters towards the end of the season.

As @TheHoddleWaddle alluded to, Germany have no fear in playing the best young (English) talent in their first team so if ours are good enough, the remainder of this season could be the ideal opportunity.
