Doesn't feel to me like Ange sees Lo Celso in that role just yet and I don't think he'll throw him in vs United if he is considering it.

It's not ambiguous. It's just saying if you make a sub at half-time, that counts as one of the 3 slots/intervals. We only used 2 (14 mins and 75 mins), so could have brought on another 2 subs at the same time to use our 3rd interval.
