Is this actually going to happen? I kept getting my hopes up last year and then he signed a new deal. I can’t take getting excited and then being let down again...

There’s a better chance since there not in the Prem anymore. Once they were promoted last year, it was never going to happen. Just like Grealish this season.

A year or two back when we were first linked the chatter was that Steven was rated more highly by Fulham, but that Ryan got his chance in the first team and nailed it. I can't recall hearing very much about him since then - it's not unusual for a player to be though of highly at 16/17 years old and not develop as expected, but as they've just turned 19 there'd be plenty of time for him to develop even if he's not ready for first team football.
It would be interesting to see us sign Ryan for this season, with his brother remaining at Fulham for a season in the Championship. I would think Fulham have to shift some of their signings from last summer, so that could give him a chance to play without the direct comparison to his brother - albeit escaping his shadow may be impossible whether he stays at Fulham or moves with him.

He was injured for a while, during his first under 16 for england , hurt his ACL on his left knee (both bros were in that same ENG under 16 game) ... that set him back a year where Ryan progressed and took his chance well. Main reason for his set back in progress, Steven did win the 2017 WC with Eng playing 5 times in the tournament including the final. There was a BBC video interview few months back was interesting to watch. In terms of personality, Ryan seems more normal one, grounded one, where Steven seems like a bit of a 'wannabe' or 'badboy' image type potentially. ........ Scotty parker was allowed to take the role at Fulham as a levy spy to help wrangle the deal for us lol
