Mauricio Pochettino insists Tottenham are ready to spend big this summer but suggests chairman Daniel Levy will have the final say on transfers.

Hasn't Levy always had the final say on transfers?

Edit. Don't we have a team of four in the committee, including Poch, but Levy has the final say.

Levy will decide the transfer budget based on the objectives he sets Poch and our predicted turnover.

If the objective is to win the league in the next five years the budget will be 100 million+ for the next two or three seasons.

I think I misread the piece. I thought the author implied that Levy chose who to come in. But its a case of Poch chooses, and Levy gives the aye or neh

I think Levy probably also dictates the overall policy. For example, the two first teamers we're looking at are 21/22, and the other two are 18/19.
This suggests we're looking at these lads to start peaking in 2-5 years rather than next season (whilst also preserving their value) which could see us have a shot at the title.

I can understand Poch's, as well as our, frustration at Levy's adherence to business plans and financial policy at the cost of short term gain but this is the long term planning that's got us to where we are and will get us even further in the future.

Every club chairman has the final say they sign the cheques.
Totally right - I think that the point is that in the case of a Klopp or Guardiola, the chairman simply rubber stamps what the manager wants whereas Levy might say 'no' if the player doesn't fit within certain parameters. Not a criticism, that's just the difference between our setup and that of other clubs.
