There has to be an additional charge for him or the whole dissent crackdown becomes a joke. The ref will include everything in his report and his mic is recording so what he said at the end was certainly picked up.

I said in another thread that unless the ref is prepared to dish them out in these circumstances when something big happens its pointless and won't stop the players surrounding the refs. He's bottled it in that respect.
