You say that but the 2 best academies are an oil club, and an ex oil club. I bet Newcastle's academy will explode next. It's all money, if you can pay the best prospects the most money with impunity, you'll have the best Academy, or so the evidence shows. Nothing to do with setup imo....
They have the best people in academy setup, best scouting network, best decision makers...all fueled by oil money ofcourse. But that gives no guarantee whats so ever that, academy players will get developed and get a look in , let alone be stars. And ofcourse, Pep has a huge part here.
By the way, that City winner....was scored by a City academy player overcoming Trippier, ex-City academy player when City oil era started.
