This is probably just me but I fail to see how a stamp on the foot is any different to a stamp on the leg. Point of contact shouldn't be that big a deal, the action is what you punish.
The height of a tackle can certainly have an effect on the decision. But a stamp is still a stamp.

Adama Traore plays for Fulham now? He just seems to appear at various clubs, with very little noise made about each move.

I agree. Not suited for the PL.
Looked good at the World Cup for Morocco in a very low block.

But how bad do you have to be if you’re a DM and your manager prefers to play Eriksen in a double pivot

It's a risk of injury thing. The absolute worst case scenario of the stamp on the foot is a broken metatarsal while one higher on the leg has a much worse potential outcome.

I'm not deliberately being obtuse here but I still don't see a difference. A stamp is a stamp. A stamp can cause injury no matter where you make contact. What injury it might cause is by the by.
