Looks like Everton engaged in some "re trading" (see blog link below).
According to the Telegraph, Everton and Swansea had verbally agreed to a £45m transfer for Gylfi Sigurdsson which Everton then tried to renegotiate.

Only element of truth is that levy is beyond a nightmare to deal with on transfers with other clubs certain chairman will not deal with him and certain interested parties in club will not deal with him either they go over him.
Levy is not shy to do a re trade, he did it in fact a year before buying the club to sugar who told him to go f**k himself and it took him a year before sugar would deal with him again ,
That said, if anyone from Everton agreed to pay £45 million up front & immediately (as per the Kyle Walker transfer allegedly), then that person is an idiot.

One source has suggested a verbal agreement was reached between the two clubs, only for Everton to withdraw the offer 48 hours later and refer back to a previous offer, understood to be around £40m.
There’s now a fear at Goodison Park that soured relations may scupper the process completely, seriously hampering Ronald Koeman’s and Paul Clement’s planned transfer dealings over the next three weeks.
Sky Sports News understands that the two clubs are less than £5m apart on a fee, with Sigurdsson’s wages not expected to be a problem.

I doubt Barkley leaving hinges on Sigi. More likely they will just have to go to plan B or pay the difference...As reported earlier, Spurs have a 5m (10%) sell on for Sigurdsson...

I think if ross does leave and goes to a top 4 side like spurs. You'll see his stock rise. He'll be back in the england squad again and he'll be playing for a team that has his position built into the set up. Unlike here where we have to shoehorn him in on the right and give him a free role.
