They do now, UEFA changed the rules for this season to permit it.

Have a good feeling we’re going to knock City out. If we are at our best we can beat them no question. No game for nearly a week while they played Saturday. Our players should be 100% and buzzing, our stadium sure will be. This is the time to tear into them from the first whistle. Against the best teams I always think 3 at the back is the way to go...
