Spurs say it's a "significant extension" to the 106 commitment (having just read the link), but yes, basically that's the reason behind it.
Quote: "The facility and nature reserve embraces and represents a significantly enhanced delivery of the original legal obligations set out in the S106, which required the provision of a ‘community and education office’, ‘access to the Training Centre for an average of 20 hours per week’ and a nature reserve."
I've heard that they are trying to argue that the stadium will double up as a zoo on a match day so they don't need to deliver any similar s106 commitments.
