Up in the air. Depends if Franco and the big DL can reach agreement with Steau for his transfer after 6th Aug when they have played the second leg of their champions league qualifier.

Once that outcome is known I think this will be resurrected. Especially if they fail to make champions league. They'll be even more in need of an urgent cash injection.

Yonoots or one of the others should be able to back this up.
I'm not sure. The best who knows this are Tottenham (if they want to wait) and Steaua (if they still want to sell him). If Steaua will sell him they will have to bring another defender because they have only 3 decent central defenders: Chiriches, Szukala (a Polish international, tall, strong, and very good at heading the ball) and Gardos (a player similar to Chiriches, young, he also likes to move up with the ball, he has also a good ball control but not as good as Chiriches, a bit slower than Chiriches, but he is taller, stronger and good with the headers). The 4'th central defender, Bratu, is a crappy one, played only one game last season and did a disastrous match. If Chiriches would have leaved this week, they will have brought Celeban (a Polish international) from FC Vaslui. He was very excited about the transfer at Steaua. So there is another player that was affected and upset that the Chiriches deal wasn't made.

Celeban is not a polish international, but if he moves to Steaua he will be :)

He did not play in any official match, just silly friendlies against Moldova or Lithuania in Turkey or Portugal.

Considering I have never actually seen this fella play, and base everything on Youtube videos and scouting reports, I'll be strangely gutted if we didn't sign him, even with my reasoning being a somewhat irrational.

It's like he has the skill set of Vertonghen, plus mad dribbling, with the attitude to defending of a young Kaboul. We need him.

I feel if we comeback w/ an offer of same figure as before, but greater chunk up front, we could have this guy after their next CL leg.

I dont want to be controversal here, but is it so that we to an extent are showing double standards?

I mean, we are critising there chairman for refusing to give young Vlad the oportunity of his dreams, when he is seamingly arguing that they need him for their Champions league involvement, and expect that his price will increase over the next few months, thus rejecting an offer he does not feel is in the best interest of his club.

Change the Champions league participation with "push for a Champions league place" above, do we not then have very much a similar scenario to Bale?

But we're fans venting in a forum, real do it publically through the press, then they offer less than they know we want and hope the player puts up n enough of a struggle to force us to sell at a lower price.
Spurs have offered the price they want and have said nothing to the press. They don't like the instalment plan fair enough. It's their right not to sell. We have to come back with a better offer.
In this case it does seem the chairman is a crazy egomaniac, but I could be wrong.
We are fans of Tottenham in a spurs forum, of course they'll be hypocrisy in our favour. Eutopia this is not

We were willing to wait until after their CL qualifiers to bring him in. We offered the price they asked for. They aren't keeping him because they are ambitious or think they can challenge in the CL, just because we wanted a written agreement for the player, and to pay the fee in two or three installments (the norm) and after everyone else at the club agreed to this, the owner (in prison for corruption btw) decided it was a personal insult to him to want that.

No. One is for sale, the other isn't.

One was all set to sign and then a guy with no official power put a halt on it.
The other hasn't even been bid for, except in the media - some of whom have had a telling off from Spurs for spouting fiction as fact.
