After running the club for 21 years, and only having 1 trophy to show for it, the blame lies squarely with ENIC.

Tottenham will never consistently win trophies while they own the club. It's that simple. Either the fans accept that or they push for new owners, or they continue the delusional scapegoating of players and managers who often seem to manage to win trophies at other clubs when they leave Spurs.

The culture, leadership and strategy of the club is set from the top. And if the fans can't see by now that those 3 things aren't right, then it's more pain and misery ahead.
