I think one of the main reasons is a lack of world class english players at Man Utd, Chelsea, Liverpool, Arsenal and City.
In Spain and Germany the talent pool is much bigger. There are many local players playing for Barca, Madrid and Bayern. So they only need to bring in a handful of world class foreigners to complement the existing players.
In those countries, any good player is bought by the biggest club. In England its not the case, the league is so competitive that 6 clubs can all compete for the same player. The lower clubs will not sell to bigger clubs so easily.
The second reason, is that many of the teams are in transitions. Liverpool are still an incomplete team. Spurs are very incomplete. Man Utd have half a team. City are still short in wide midfielders and forwards. Arsenal still need a defence and keeper.
Only chelsea has strong first 11 with no obvious weakness. but, with the money available, it won't be long before our clubs compete again.
