He can't get in the man utd or england team any more. In fact he hasn't been good enough for man utds level (which is below ours currently) for quite some time. It's because of his salary/reputation he has had to be slowly fazed out.

We are ready to win now. This team will be picked off by others in a few years and looking at the squad now winning experience it's an area we lack and adding it may help us. I see Rooney as more value to the team as cover than a Janssen at this point in time (i.e. Team which can win the title)

We'd be better off signing players that improve the team rather than ones that fit this weird imaginary scenario you have come up with.
