I don't read it that way - depending on who gets involved.
If it's the club looking for more bidders, that is different than the player looking for other options. The Club is just looking to maximize profits - so they want as many bidders as possible. When it is the player driving the engagement - that tends to mean he is not satisfied with the current offer on the table.
Coming now as in joining this window rather than going back on loan until summer. If Brugge are trying to find the best offer and are reluctant to let him go now then I don’t see us trying to push for him joining now which might draw out negotiations.

If you were a young kid from a poorer background or country one contract with Chelsea would have set you up for the rest of your life and your parents too so I always understood the draw for them. As has been mentioned, it’s a huge benefit if he joins now (without loan back) as he’d become U21 eligible for Europe in 24 months and club trained after 36.
By summer he’d be 19 and too old to qualify.
I can see us pushing for it if at all possible, but shouldn’t be a deal breaker as his talent is worth one of the 17 overseas trained spots.
