Mixed view on it but I'm surprised it's not given as a foul purely because the slightest touch on players higher up the pitch are given as fouls, example being full backs falling forward onto the ball when gently nudged by the opposition player behind.

It's clear the player leans on Vic whilst making no attempt to go for the ball. Go figure.
