The International Football Association Board (IFAB) is set to bring in a series of rules changes ahead of the 2023/24 campaign that includes what a goalkeeper can and can't do from a penalty kick.

As laid out in the IFAB's law changes 2023/24 report, Law 14 'The penalty kick' states: "Clarification that the goalkeeper must not behave in a manner that fails to show respect for the game and the opponent, i.e. by unfairly distracting the kicker."

Further clarification on the amended rule says: "The defending goalkeeper must remain on the goal line, facing the kicker, between the goalposts, without touching the goalposts, crossbar or goal net, until the ball is kicked. The goalkeeper must not behave in a way that unfairly distracts the kicker, e.g. delay the taking of the kick or touch the goalposts, crossbar or goal net."

The Martinez rule.

I’m fine with this. But they should ban those farty little stuttered run ups that kickers like Fernandez and Jorginho do.

Just gonna say exactly the same.
Where do you draw the line?
They are trying to put the keeper off by making him commit before deciding which way to go so what's the difference?

Isn't the whole point that it's in favour of the taker?
which is fine in and of itself really. the problem is that the award of a penalty is not always proportional to the foul. I don't think there should be a free shot at goal, for example, for the foul by Sarr last week.

Yeah I don't agree with the new rule because it doesn't go both ways. If you also ban attackers from stopping, stuttering and skipping then I'm all for it.

Should probably bring in a similar rule that says the penalty taker can't take a run up straight out of the Monty Python Ministry of Silly Walks sketch too. Can't be demanding 'respect' from keepers whilst still allowing that shit to continue.

Still think that should the keeper save it the penalty taker shouldn’t be allowed to touch the ball until someone other than the keeper has touched it, or as someone else said, make it like the shoot out, ball is dead if it’s saved, game restarted with a goal kick.

Some goalkeepers will have had the same routine for 10+ years involving touching the crossbar etc. To not allow them to do this anymore when it doesn't even delay the kick-taker is pathetic.

WALOB. it’s ok to stutter their runs but a keeper touching a crossbar may upset the poor penalty taker? Stupid rule. Why not focus on the real problems.
