It’s a fucking awful set of rules for goalkeepers who already have it heavily stacked against them.

strikers can stutter runs, do that silly fucking hop thing, making it difficult to know when to make a dive etc

it was absolutely fine as it was, no need to change it

It's not really that big of a change. The gk can jump and move around on the line. They can wave their arms. Just don't hit the net or crossbar.

The International Football Association Board (IFAB) is set to bring in a series of rules changes ahead of the 2023/24 campaign that includes what a goalkeeper can and can't do from a penalty kick.

As laid out in the IFAB's law changes 2023/24 report, Law 14 'The penalty kick' states: "Clarification that the goalkeeper must not behave in a manner that fails to show respect for the game and the opponent, i.e. by unfairly distracting the kicker."

Further clarification on the amended rule says: "The defending goalkeeper must remain on the goal line, facing the kicker, between the goalposts, without touching the goalposts, crossbar or goal net, until the ball is kicked. The goalkeeper must not behave in a way that unfairly distracts the kicker, e.g. delay the taking of the kick or touch the goalposts, crossbar or goal net."

The goalkeeper is not allowed to touch the posts or the net, he/she/they must also be in an onside position, on one leg, with their left index finger tapping their right ear lobe, their right hand rubbing their head in circles, while reciting the Chinese alphabet backwards. This will now make it fair for the taker, who can do whatever the fuck they like in their run up.

Including still getting away with those stupid stuttery stop-start run ups that I thought were supposed to have been outlawed years ago!

Quietly a number of recent changes have originated from the US. Cards to coaches/managers, concussion subs, making injured players stay out for a set amount of time. Next up might be the high school rule when the PK taker must have a continous motion forward.
