I would have assumed that, if a club appeals a ban, the ban would be suspended until the appeal has been decided. Otherwise, if the appeal concludes that the club has been unjustly banned, the club has already lost a great deal of money for doing nothing wrong.

Chelsea’s suspension was not stayed while they appealed to CAS - they served one half of the ban..
An appeal to CAS can be made only if all other avenues have been exhausted
Don’t forget, it’s likely the PL will impose a punishment too
There’s a lot for city to do before they can appeal - I’d be surprised if they were granted a suspension based on recent history
But I’m not a lawyer so I can’t say for certain. Just seems unlikely they would rule that way based on recent history and their own rules
