We don't know the context of the arrests though. For starters, have you considered that some of these are probably those who were arrested for saying 'yid' ?

Even 1 arrest for racist behaviour is really bad.
But let's put this in perspective. The figure you quote was accumulated over 13 seasons. Barely more than 1 arrest per year and, as such, minimally different to any other club. And as I've already pointed out (though you seem to have ignored it), it is inevitable that there are some racists who follow Spurs - for the simple reason that there are racists within society as a whole.
You were specifically trying to argue that Spurs, along with one or two other clubs, is especially bad for racism. You did so purely on the basis of this arrests stat even though there is no detail given. You ignore the likelihood that some (if not many) of those arrests might well have been for Spurs fans chanting the word "yid" (despite meaning no racist intent - quite the opposite). You also ignore the possibility that it is simply the case that Spurs fans as a whole are less tolerant of racist abuse and therefore more likely to report it.
So once again, take it from someone who has attended games home and away (though less often away these days) for more than thirty years..................Spurs has long been one of the safest, most inclusive and most welcoming clubs for ethnic minorities and one of the least tolerant of racists.
Please...........don't sit at your computer, more than 3000 miles away and having possibly never attended a Spurs game (?), trying to lecture the rest of us on an issue about which you clearly know next to nothing other than having read an undefined stat of risibly small sample size that you plucked off the internet.
Oh, and one other thing....
Some of the recorded arrests were almost certainly of those Spurs fans who sang that Sol Campbell song at Portsmouth. They were subsequently tried and found not guilty.
