the penalty rule of not being allowed off the line is crazy.. needs some changing to like no more then a foot off the line or something .

Injured taking a penalty? In that extremely rare circumstance then a replacement taker is fair enough

I agree it is crazy but how do you measure a foot? as in what if it is one foot and 12 inches? its the same when people say there should be daylight for offsides, what if it is one inch? etc
