Why are his hands tied? Because he doesn't want to pay £3m-£4m compensation to Harry after sacking him? Or because our manager options all took other jobs this summer?

Although JJ did say things were strained between Harry and Levy now (not that that is particularly news - anyone could figure that out, I think! otherwise Harry would have his new contract and wouldn't be mouthing off to the media about being treated poorly)

As there has never been any suggestion that the Dear Leader is into fur-trimmed manacles, one strong and pretty obvious possibility is that there is no serious alternative to Harry.
