I'm sure, if AVB is already signed, then he could be consulted regarding that matter. He's watched Caulker and Livermore play this season and he knows about them, so, he will at least be able to make an initial decision. That's just my opinion.
That's why I think there might be some time needed before he can afford to loan.
I agree that if he is already in place, he is being consulted. But even if he has formed opinions without seeing them train, he can't just assume that he will get players A, B and Zed in the market. We've all learned the hard way about the myriad of factors and Levy would say, hold up beardy "I know you're confident about player X, but it ain't never going to go that smoothly here"*.
