Contractual clause means Allen can join Reds, but Spurs also keen.
Joe Allen WILL join Liverpool – thanks to a clause in his Swansea contract allowing him to go to a ‘big five’ club for £15million.
But new Reds boss Brendan Rodgers, who managed Allen at the Welsh side last season, is still hoping to reduce that fee after years of overspending at Anfield.
Rodgers reportedly gave his word to Swansea when he left for Merseyside in June that he would not try to poach any of his former players off them for at least a year.
But it is understood Allen has been the subject of a bid from Tottenham, who are ready to pay around £10m for the highly talented young Wales and team GB midfielder.
Swansea have indicated they are reluctantly ready to do business for their man, who begins his Olympics duty against Senegal on Thursday.
The matter is complicated though, by his contract.
It says he will be allowed to leave if Liverpool, Manchester United, Manchester City, Chelsea or Arsenal make a £15m bid.
But there is no mention of any other club so, potentially, Spurs can get him for a lot less than that.

Dare we be the ones to say it, but since when were Liverpool a top 5 club? Top 8, yes. Top 6, perhaps – with some persuasive argument.
Nit-picking aside, the source appears adamant that Brendan Rodgers will eventually get his man. The Northern Irish tactician has made a reunion with Joe Allen one of his top priorities since joining Liverpool, despite agreeing not to bid for any Swansea players for at least a year.
To be fair to Rodgers, this doesn’t look like a case of a big club bullying a smaller one, because new Swansea boss Michael Laudrup has been open about the Swans’ willingness to listen to offers for Allen.
The matter would be straight forward were it not for Spurs’ interest. With Luka Modric set to depart, the north Londoners are clearly in the market for a central midfielder and pass-master Allen could be a cheaper alternative to Joao Moutinho, particularly if fourth-placed finishers Spurs only have to pay £10 million to Liverpool’s £15m.
After missing out on Gylfi Sigurdsson to the White Hart Lane outfit, Rodgers would be sick as a parrot if the same happened with Allen. It looks as though Liverpool should hurry up and meet his release clause, hoping that Spurs don’t agree a lesser fee first.
I know it's Caught Offside who are insanely unreliable, but I've been looking for an excuse to discuss this player, I think it would be a viable replacement for Modric (at least in the long-term) and would fit in well with Caulker, Siggurdson and even Bale from his time in the national set-up.
