It probably means the contract is signed, subject to passing his medical. He can't be nabbed now. This is what we should've done with Willian.

I think in this case he has already put pen to paper (why the club is announcing it) except there's an addendum in the contract stating it would be void if he fails a medical.
Somewhat different from the Willian situation where he never actually put pen to paper.
