I wholeheartedly agree, we have felt this before, but I find it funny that our players forced moves to United who at the time was the biggest club in the country/world and Real Madrid, but their players force a move to the 5 best club in Ligue 1 (don't actually watch Ligue 1, made a random number up for effect)

However he was still training and so had been turning up for work, it really does depend what was in his contract, but I would be surprised if they can claw back all of his January wages if he has been turning up to train. Obviously he would forfeit any appearance fees and potentially could be subjected to fines.
With the Jan window closing date approaching and desperate to return to France I would guess he just paid it to be able to leave, even if they may have been on shaky ground in demanding the wages back.
Hopefully the chuckle brothers and Mrs.Tinpot have fucked up and done something there was no provision for and that they failed to get a written agreement from Payet to forfeit the wages.
All speculation of course, but who knows with these dickheads.

Their fault for offering him a huge contract AND a loyalty bonus despite him having a history of playing up with other clubs before, I think they mismanaged him and the situation.

...but there are plenty of ways round this, certainly in the short term. He could easily have claimed to have developed something like a vague abdominal pain or something similar as an excuse to avoid training. It just sounds like he didn't give a shit what the club did.

He didn't want to play for them in the first place. He signed a new contract weeks before the transfer and West Ham offered a deal he and Marseille could not turn down. Huge wage increase and at the time they were nearly broke. Now they have been taken over and there is more money to spend. It isn't a surprise he wanted to go back knowing there is a chance, and is said to have taken a pay cut (which makes sense given the huge raise in the first place).
5yrs for him at 28 is not smart from West Ham, but it has helped them get a higher price than they paid for him.
But United paid 30mln for a player with nowhere near the publicity of Payet and nearing the end of his contract.
Real paid 30 million for Modric who had nowhere near the publicity of Payet and nearing the end of his contract.
Real paid 100mln for a player with big publicity on a long contract.
