No CL games but it's a League Cup slot. The schedule is such these days that there's generally no empty slots - hence why you'll never see a midweek in-season that isn't filled with a competition the top English clubs are in or an international break. It would have to be postponed indefinitely until there's a slot where e.g. us and City were both uninvolved in the League Cup, the Europa League (CL may be fine as it has a couple of gaps) or FA Cup replays - not ideal and hence a last resort for the FA/Premier League. And it seems City are (justifiably) unwilling to swap the fixture.
Sounds like from the Poch quotes the list of preferences is:
1. NWHL is ready
2. Convince Wembley to host the same weekend as the NFL
3. Find an alternative venue (e.g. Milton Keynes or the Olympic Stadium)
4. Postpone
Since 3. is perfectly possible the FA would be very much within their rights to refuse a postponement.
