I’m not really surprised you’re not convinced if you haven’t quite read what I’ve written properly.

Between the lines I sense you lowered the tone a tad. I read it properly, just don't agree with it.

1) I said there is no accounting for the odd cap handed out dubiously over the last 70 years that England has taken international football seriously you are likely to find a few examples but rules and laws are rightly set up to govern the majority not minority. It’s the only way to do it. Walcott is a massive exception (can you name another?). For a footballer to get a senior cap before their 20th birthday is rare and in 99% of cases richly deserved (Owen, Rooney, Micha Richards, Ashley Cole et al are all recent examples of that) and therefore a more than suitable yard stick imo.
I’m willing to tweak my idea though to narrow the chances of a cap being given undeservedly. I will set the amount of caps to trigger a further payment at 5. You may get a single cap before your 20th birthday undeservedly but 5 I think you’ll agree is even enough to quell your cynicism.
In any case that issue would be balanced off buy deservingly talented players getting unlucky injuries that hamper their progress in the watershed 3 years. Far more 16-19 year olds get unlucky injuries than get lucky senior caps.

2) I never put international football above club appearances as a yard-stick. I made them equal. Although that would be different from club to club. I daresay every England cap for Heskey is worth more to him that any number of starts for Wigan! Maybe for spurs the proportion of target related payments on players would be different. Only 1m for senior cap and 1m for every 20 starts for the team with in 3 years up to 60 starts (3m).
I would also now preclude rewards for u21 caps or at the very least set the reward add-ons at thousands not millions.

I will finish off with a specific comment on Walcott.

Walcott is talented and was considered and made the squad based on a hunch and recommendation which is true but a hunch that recommendation was based on the lad’s ability. Ability he had only demonstrated and developed at the s’ton academy. Walcott’s inclusion in the team was directly attributed to the skills he was taught at s’ton and that was a direct implication to him getting a call up. If Ar5e had stepped in a signed him on his first pro contract, under the current rules s’ton would not have been rewarded for the rise in profile and value of Walcott that arsenal had benefited from. A benefit they picked up after only 5 months of ownership compared to the 9 years for training undergone at the s’ton academy.
The rules need changing to prevent this and to maintain enthusiasm and quality in the academies around the country.

How would Levy feel if Bostock hadn't even played for Spurs yet but got called up to an international based on a hunch costing Spurs an extra 2 million? Not too happy I'd presume.

The point I'm making is possible future intl caps shouldn't have ANY relevance to a tribunal setting a fee. They should apply the fees to how many games the player plays for his new club which should be staggered i.e 10/25/50/75/100 appearances etc afterall it's the club who pays the fee. If the FA choose the player for a friendly etc the buying club should not be penalized for that.
