I don't think there is any realistic chance Toby misses the WC - even if he does not play for Spurs again this season. He might have to battle in the pre-WC camp for a spot in the XI - but he will be in the squad.Not getting game time from now on will surely lessen his chances in going to Russia.

Doesnt matter. He more than likely will go as its Martinez who picks the Belgian team, not PochAs for Toby, by stalling on his contract, I think he’s been very naive especially for a World Cup year. His injury has weakened his position too. Not getting game time from now on will surely lessen his chances in going to Russia. I doubt he’ll be going to next one in 4 years, so he seems to have played his hand very badly.
As for Toby, it’s not about burned bridges, it’s about being part of Poch’s “family”, his vision.
You want to play, you sign the contract on offer. You don’t want to, that’s fine, but you’re not playing, no matter how good you are.
