Yeah, I think this would have been a good move and we can't complain when they do what we have asked for.

However, as you rightly point out, this was agreed 2 years ago and the timing of it basically means that they are not being genuine and it is to try and stave off the backlash and angst.

Not sure if you're joking but we should think about coordinating this and getting a range of people in the different categories. Maybe start a thread so we can identify the SC candidates across the different groups and make sure all of them get 5 nominations.
