If going by odds they have a greater chance of getting a non prem team in the 3rd round

To rig a draw you need to have some very smart, intelligent people in place in every facet of the conspiracy.... They had Steven Gerrard and Ian Wright. Think we're good.

A PL side can draw one of 19 other PL teams, one of 24 Championship sides or one of 20 lower league and non-league sides. That's a less than 1 in 3 chance of drawing a top flight side, and since home and away is 50/50 the chances of an away game against a PL side are 1 in 6 (if my maths aren't totally hopeless). As you say, odds are on a favourable draw.
