Essentially UEFA have said that the Premier League would be allowed a maximum of 5 teams to take part in next season's CL.
If a non-top 4 team wins the EL, they would join the top 4 in the CL.
If a non-top 4 team wins the CL (i.e, Chelsea or City), they would join the top 4 in the CL.
If both the EL and CL are won by teams not finishing in the top 4, they would join the top 3 in the CL (with the 4th placed team dropping to the EL).

Hence in theory, had he been issued a second yellow, that would have triggered the automatic 2 games suspension. Additionally, he would also get an automatic 1 match suspension for the Red card as well.

The yellows would have been carried over I thought. So he would have gone back to 8 yellows and had a 1 match ban for the red.
The Red card for the 2 Yellow cards in the same match, is a consequence of the player having committed 2 offences which warranted a booking/caution in a match. That carries with it an automatic 1 match suspension.
This notwithstanding, does not negate the fact that, that player has in fact been Yellow carded 10 times in the same season, which triggers another automatic 2 match suspension.
