As per Dragon's latest ITK, ( work permit not a foregone), am I being naive in thinking surely we've enquired about any possible problems regarding work permit.

Not knocking the ITK, just wondering how all this works. Surely any obstacles could be discussed as soon as a foreign player maybe requiring a permit was added to a list as a potential. ??

good lord yes. If this guy has been on the radar for a while and we don’t already have that sorted it’s pure insanity.

Not really, most of us only have videos and starts to go on. My take is that he looks to have the physical tools for this league, seems good enough technically, and his stats suggest not just an exceptional recent output, but an upward trajectory and a consistent over 3 seasons (great year in the Portuguese second division, great season last season in the top division, great first half of 18/19 in the Portuguese to division). Only blip has been a six month stint at Monaco, but that was during the pathetic Thierry Henry tenure during which Monaco were fighting relegation and insisting on playing a knackered Falcao up front.
Even at Monaco, he only played 511 minutes and still got 2 goals 2 assists. Still a decent return for limited minutes. All in separate games too, it's not like he got all of them in one game and did nothing any of the others

Slightly concerned he was turned down for a work permit when trying to join Wolves last year, due to lack of caps for Brazil, which hasn't changed since then, so why would he get a work permit now?

Last year, he was a 2nd division player in the Portuguese league.

Since then he has played in UEFA continental competition, he has played most games in the top division in Portugal, and will probably get a point for his salary being at the right level, if not 2 (but I doubt 3):

Played group stage games in CL and qualifiers this year, will probably come in on a decent salary and the mooted fee in the option.

Levy managed to get the Home Office to grant Serge clearance to come in (not obviously the same) so sure our legal team have down their due diligence

What are the criteria which will be used?
Until 2015, football players needed to have played in at least 75% of their country’s senior international matches over the previous two years to play in the UK. Eligibility for a GBE now depends on a national team’s FIFA ranking, as follows:
Official FIFA RankingRequired % of international matches in past 2 yrs
FIFA 1-1030% and above
FIFA 11-2045% and above
FIFA 21-3060% and above
FIFA 31-5075% and above

sounds like national representation is still the key, though the appeals are a little more lenient:

If a club’s application is rejected, there is an appeals process. The Exceptions Panel is the appeals body which will consider, on a points based system, the player’s experience and value before deciding whether the player can join the club, regardless of their failed application. A stricter assessment of relevant objective criteria will now be applied in an appeal.

I guess with 'value' being a deciding factor too, he's doubled in value since last year

Remember how hype we were when Serge got that work permit? People were really saying we'd replaced Walker for half the price. A simpler time.

How do these work permits work and why would he be a risk and could we have done any due diligence before agreeing the deal e.g. submit a work permit in principle or something or do you need to agree the deal first?

Just found the actual form for requesting the Governing Body Endorsement for the work permit if you're interested:

As already alluded to, player value, wages, 'top league' experience and taking part in continental competitions all add points to appeal to the Exceptions Panel, as he doesn't have automatic endorsement for national participation

Cheers mate I’ll get that filled in and sent off for CV straight away so we can have him in time for Man.Utd game ;)

Just seems pretty mad to wait all this time, agree a deal then get WP rejected and we end up with no-one, if there is a big risk then do we have a fall back plan in the championship like josh king pre-agreed etc otherwise we’d be up shit creek if it got rejected and then the window ended.
