I'm guessing Levy wants a lower price as Barkley won't be ready to play straight away and make an instant impact. (Obviously I have no idea how bad his injury is, but even if he's fine now, he hasn't featured pre-season or so far this season. So it would take a while to get up to speed).

Once/if the fee gets agreed, you'd expect it to move quickly going by the ITK so far this window.
