Hillsborough was all about overcrowding and poor crowd control by the police wasn't it? At least I don't think it could solely be blamed on standing/terraces. I see no problem with safe standing and it could probably be a bit unsafer and still be safe. Strict admissions so there is no overcrowding would do as much for safety as making everyone sit down.

I read we had similar problems there in 1981 semi-final but there were exits available at each side of that stand and the police let the fans onto the pitch to ease the crush. Also read the 2 previous semis to Liverpool's at Hillborough were similar.
