As far as I'm concerned it is handball if your hand or arm has made your body bigger. Fuck intentional or unintentional.

That was a penalty, his hand was right by the guys head and made his body bigger.

The FIFA definition of handball is:

“Handling the ball involves a deliberate act of a player making contact with the ball with his hand or arm:"

So he had to move his hand deliberately to handle the ball. IMO he didn't but whatever.
