What kind? I imagine an owl would be a good, strict but fair referee. A heron's legs would also be advantageous when it came to avoiding the ball, although I suspect whatever breed they would fly overhead to keep a literal 'bird's eye view' on proceedings. Unless they were a penguin, of course. But that would be lunacy. Who ever heard of a penguin refereeing a football match. I don't know where you come up with such guff, hughy.
