More likely on the bench than starting I'd think.
I assume Milos Veljkovic has travelled and given defensive shortages maybe Kevin Stewart (CB/LB/RB) or even Dominic Ball (CB) out of the development squad

Excellent. Personally, i want to see the young players get a run out against Benfica, this tie is effectively over but it would be great for the development players to be told by the coaching staff " just go out there and enjoy the experience".

According to Windy, Dominic Ball, Harry Winks and Conor Ogilvie have been added to the squad as well. Also, with our current deficiencies in defence, this looks likely to be Veljkovic' debut. I'm hoping for an attacking team that might go and win 5-3, so 4-4-2 is a must. I also want to see some youngsters with a bit of passion.

It gets better. We've added more players to the UEFA squad, so not only do we have the options of Veljkovic, McQueen and Ball but also Connor Ogilvie (CB/LB) and Harry Winks (CM)

Its a toughie.
Even against weak opposition I wouldn't start more than say 3 youth players in the team, asa I think the youngsters need to play with more senior pros rather than players of their own age. But against Benfica, ideally we would start with none but have several on the bench.
However with our problem at CB - which I think is all 4 are out and Capoue who has played theere (albeit not that well) - and possibly Walker out as well, it looks like either playing a makeshift CB partnership of dropping Sandro back into defence with Fryers moving from LB to CB or play one of the youngsters at CB.
Milos Veljkovic is the obvious player to bring in, although he's been playing as a CM this season wth only a game or two as a CB, but I think he'd do well. Kevin Stewart is probably the best alternative, plays CB, LB and RB, was often Milos partner last season as a CB pair.
Of the others, Connor Ogilvie is the next star coming through as a defender - but I doubt he'll start but he could get on the field as a sub. Dominic Ball was a good CM who has been converted to a CB due to Spurs lack of defenders in the youth ranks. DEserves an appearance but think he'll have to be grateful to be on the bench.
On the other hand Sherwood might just decide the tie is lost - I cannot recall too many sides scoring 3 away without reply or winning 4-1 away - so mght play a couple of youngsters from the off. If so we have 11 youngsters on the UEFA Europa League website ! But realistically I think one as a CB might start and one or two from the bench.
