Why on earth sell now if you don't have to? Unless the player is kicking up a right stink (or that's what you had agreed with them previously) then I'm not sure it's sensible; but you could name your price if you absolutely had to.
Now come back to Spurs' POV. We're not going to pay over the odds (see: all transfer windows). I doubt we'll ever see someone take as naturally to the team as Sanchez has, so there would be bedding in time risk too. Unless it's a Prem player (and who would that be?!)
All signs point to Summer quite naturally.
For expensive signings, you're right. But we need to be a bit more intelligent with our recruitment, perhaps scouting for some rough diamonds that wouldn't necessarily be out of our reach price wise - as Pochettino himself said last month:
