Our new manager also openly talked that he doesn't want to have big bloated squad and need to focus on outgoings. He also looks ok with Dave staying as 3rd center back

Almost certain he said he was expecting another new centre back only a couple of weeks ago...

I doubt that could be done quick enough even if it were an option. Too many legals involved.
Appreciate that I'm a layman but I don't see how it couldn't be done quickly (not just with Dier)
If he's been informed to find a new club or he won't be registered and that despite the club trying to find him a move, he, Hugo and Sanchez (and Tanguay) have zero transfer value next summer anyway, so if they're blocking your business dealings in, you do your in's to replace those first, then annul the others contracts after our window shuts if they won't accept loans to say Turkey (I'm unclear on our stance with dealing with Saudi leagues is as there's conflicting reports)

I don't see how it's more complex than that.

Throw an 18 year old into a high line in the hardest league in the world, in reality you'd be having doubts, it's a serious pressure cooker.
Maybe not against City away or the like but against most of the teams in the league, especially at home, absolutely. He's 18, not 16 and has played against grown men in the Championship. Not ideal but I'd sooner put my confidence in him than in Dier. I'm talking worst case scenario.

Thought the plan was to future proof HG players now then have open market next year.

Won't that just leave us having to focus on getting HG players again next year?
I'm not sure I understood what the thinking was on this. We have a limit of 17 non homegrown. The homegrown limit is separate and set to 8. I don't see how getting homegrown now impacts that limit for non homegrown next year. We would still need to shift non homegrown for the next window to register any others. We have a couple whose contracts will be up next year but also Udogie and Sarr I believe will be over the 21 age bracket so need to be registered too. If we get back in Europe we just need to have enough homegrown for that competition. I still only see them as separate situations.

We've signed two CBs on permanent deals this summer (VDV & Phillips). Are you forgetting about them or Romero & Rodon? 🤷‍♂️
Would you be happy to play Rodon and Phillips as a pairing at the back?

They are nowhere near the required level to compete as first team centre backs.

Sounds like we're just giving the club excuses for how badly we're run at this point, "well, we've got the very inexperienced 18 year old.."

If we can’t be arsed to buy a replacement for Harry Kane I doubt buying a replacement for a reserve CB is considered important
I mean we’ll have 2 cbs left next season when Sanchez and diers contracts run out. So at least well Finally have to buy one 😂
