I suspect by "be discussed" it means everyone in the room will say this is a stupid idea and move on.

"Meanwhile, semi-automated video assistant referee (VAR) technology could be ready in time for the Qatar World Cup."

This will supposedly give instant offside decisions. No word on whether the technology has improved to a sufficient extent that there is no margin of error in determining exactly when the pass is made. Fractions of a second make all the difference, and currently there is a margin of error that isn't acknowledged in the decision-making.

Yeah since it's going to be a bunch of high-speed high definition cameras from Hawkeye like they use for goal line technology it should be extremely accurate. They even developed a pretty cool graphics package that should be in use during the World Cup and probably the following season in the PL.
