The Italian made it clear to Levy that he wants four to five new signings who are fully ready to be a part of the first team as opposed to the club’s policy of signing youngsters who have the potential to become stars.

So it seems Levy did attend the meeting after all, we'd had reports he wasn't going to.

Other than that the rest is pure speculation. The 150 mil was a big statement made for Antonio. Daniel publicly fulfilling his part and showing Antonio we are proper committed to his project.

I've seen reports saying Levy was going, and reports he was going to be on call while Paratici and Conte had the main part of the meeting. No-one seemed to know for certain. Maybe Levy changed his mind about going?
