Next time he asks for an upgrade to his tools/it equipment/work wear tell him that his kit is sufficient and could bring him success, then all of a sudden change your mind and tell him that he is getting a significant upgrade with some quality additions. Finally, later again (preferably the day after a deadline day of sorts) tell him his kit is sufficient for success.
