I think you’re confusing atmosphere (fans supporting their team vocally) with the opportunity to scream and shout socially unacceptable messages and words at opponents (and worryingly their own team).I think the atmosphere at football matches in this country has anaesthetised over past couple of decades through promoting football as a 'family' game, the pricing out of a lot of working class fans and the general theatre-esque attitude of wealthier, middle class 'fans'. It's sad really, as football was a release, a way to blow off some steam at the end of the week.
I’d suggest that if you get a stadium full of supporters who will still sing and cheer on their team regardless, then the atmosphere will be better. The stadia with supportive fans have the memorable atmosphere - Dortmund, Anfield on a Euro night, hell, even Selhurst Park!
Also, the gatekeeping on not wanting families is terrible. It sounds like you’re pining for the bad old days.
