Maybe but that's not how it was worded on the BBC sport roundup, it actually says "Tottenham are preparing"

That's not the BBC's words they are just publishing a round up of all the latest nonsense doing the rounds, "Tottenham are preparing" are the words of "Football Insider" whoever that is , sounds like they need to get out more.

The truth is somewhere in the middle.
You are correct that the article itself does not say Spurs are willing to pay £80M.
But, the headline - which has no relation to the actual article says: "Sources: Tottenham to make surprise last-gasp Conor Gallagher bid amid astonishing £80m offer reveal"
ANd, that is what the BBC grabbed for the clicks.
