Conte was making a joke about his current injuries. He was asked if he had given a list of the players he'd want for next season to the club's hierarchy. He laughed and said that he hadn't and was concentrating on getting to the end of the season. He said that if he gave a list now it would be a very long list as he only has 15 players.

If he has 15 players he's happy with then I guess 6 quality signings should be enough. A squad of 21 who fit the mould of what he wants should give an 18 man matchday squad and allow for a few injuries. If injuries stack up then you can also bring the odd youth player onto the bench. I think that's very achievable for Paratici this summer. We've see how much difference 2 signings makes so 6 should make a big one.

You're speaking about the video press conference. The quotes in question are from the written press conference that comes out around 10pm after the embargo is lifted.

sadly, he has a vendetta against us for some reason, which is shown in his headline. it could’ve easily been “conte wants 6-8 signings for a title challenge next season” but instead he went with the negative “potter favourite to replace conte” headline.

Not just Matt Law but The Telegraph in general. Sam Wallace also wrote a negative article about Conte leaving about a week ago.
I don't think they like Levy or goodness knows what else the club has done to upset them but this is a frequently recurring theme.
As such, you can't believe a word they write.

Not every player in a given squad is of the same level/caliber. Labeling someone a "top-4" player is simply a way of distinguishing the quality of players. Its an opinion, so you don't have to agree - but its silly to argue that any player on the roster is a top-4 level player - as though they could get into any other top-4 squad.

Dele in his prime? Yes.
Gollini would arguably get in City's squad ahead of Steffen and Liverpool's squad over Karius or Adrian.
