Maybe it looked dead because an offer from Juve was accepted when it hadn't been previously but the player has since asked for assurances around playing time and that can be given?
Pure specuation on my part but hey, what else is there to do on this one at this point? Fact is they have a butt load of attacking players so he won't be starting every week, it's just not gonna happen. Maybe that's made him have pause for thought.

I think he is just going to see out the last year of his contract at Lazio and join Juve next summer as they don't want to pay the fee now

At best? Considering the number of matches Son started for us last season that's extremely harsh. In a 4-2-3-1 Balde would be a starter for us.

In terms of who can offer more game time, if we had signed him (I know it looks unlikely now) I wonder if we'd have let Jansen go and cover Kane between balde and son.

According to football italia(dunno if it's reliable) they still haven't agreed a fee, so if it stays that way we know that we're interested and if keita doesn't want to wait for juve for a year he may decide to come
A very plausible chain of events imo, but obviously it's more likely juve just stump up the money and he goes
